Plan Purpose

This plan is a strategic guide for the expansion of bicycle and pedestrian facilities in the Greater Burlington area. This plan is intended for the City of Burlington, the City of West Burlington, and Des Moines County Conservation. This plan identifies specific goals for developing multi-use paths (trails), wide sidewalks, bike lanes, and dedicated share-the-lane facilities. It describes the benefits of outdoor recreation and alternative transportation methods. The plan outlines how these projects will improve residents’ quality of life, help attract new people to the community, and strengthen the region’s desirability and economic development opportunities.

West Burlington, IA – The City of West Burlington has released its 2045 Comprehensive Plan, outlining a vision for sustainable growth, economic development, and infrastructure improvements over the next two decades.

The plan, which replaces the 2007 “West Burlington Vision 2020” strategy, was developed with input from residents, businesses, and stakeholders through surveys, community meetings, and a dedicated steering committee. It focuses on key areas such as land use, transportation, housing, economic development, and public services.

A major component of the plan is the Future Land Use and Transportation Plan, which sets guidelines for zoning, infrastructure expansion, and road improvements to support anticipated slow but steady growth. The city aims to balance commercial and residential development while preserving its small-town charm.

Public engagement played a critical role in shaping the plan, with residents expressing a desire for affordable housing, improved infrastructure, and expanded business opportunities. The plan also addresses the need for workforce housing and revitalization efforts, particularly in the downtown and Westland Mall areas.

To ensure its relevance, the plan includes annual reviews and five-year updates, allowing flexibility to adapt to changing economic and social conditions. City officials will use the plan as a roadmap for decision-making on zoning, public services, and economic incentives.
